Homebound Voting

Any voter who is unable to vote at the polls on Election Day due to an illness or physical disability may vote by Homebound Service. Homebound voters are serviced by appointment in the thirty (30) day period before each Election Day. Individuals who required this service are encouraged to call our office at (671) 477-9791 to complete the application and schedule an appointment for service.

Off-Island Absentee Voting

Click here to download the absentee ballot application. The second page of the application has important information regarding voting absentee. Individuals may submit their completed absentee ballot applications via email to voteabsentee@gec.guam.gov, via mail to P.O. Box BG Hagåtña, Guam 96932, or in person to GEC’s office on the second floor of the Oka Building in Tamuning.  Please ensure accurate and reliable contact information is provided as the GEC may require additional information in order to transmit absentee voting materials.

Qualified absentee voters have three options to receive their absentee ballots: air mail, email, or facsimile. Regardless of the method they choose to receive their ballots, voters must send their original, completed voting materials back to the GEC (via USPS, UPS, DHL, etc.).

The absentee application can also be used to register to vote or update voter information, provided that the executed application and Government-issued photo ID is submitted to the GEC prior to the close of registration.

The GEC strongly recommends that individuals submit absentee applications as early as possible so that it can be processed and absentee voting materials can be transmitted with enough time to complete the absentee voting process. Please note that the GEC must receive off-island absentee voting materials by the tenth day after Election Day in order for the ballot to be counted.

The following are deadlines for individuals to register to vote or to update their voter registration record (name changes, address updates, etc.).

Please note that Wednesday, August 17, 2022 is also the last day to transfer between voting districts as transfers are not permitted between the Primary and General Elections (3 GCA § 3107(b)).

Volunteer Voter Registrars

Individuals who are interested in becoming deputized voter registrars may download the application and submit it via email to vote@gec.guam.gov. GEC staff will respond with available training dates. Upon completion of the mandated training seminar, individuals will be deputized and will receive the necessary forms to register qualified residents to vote.

Organizational Reports

An individual running for office, a committee supporting or opposing a candidate or group of candidates, a committee supporting or opposing any ballot question or issue, or a political party must register with the GEC by filing an Organizational Report within ten (10) days of spending or receiving more than $250 OR on (or before) the day of filing for nomination or election, whichever is earlier. Late filing of organizational reports may result in the assessment of a fine pursuant to 3 GCA § 17102(h).

Required Information

  1. Full name of the Candidate or Individual whom the Committee is supporting or name of the Organization or name of the Committee or name of the Party and relevant Election Year
    1. Elected Office Sought—in the case of a candidate or committee supporting or opposing a candidate
    2. Purpose, question, or issue—in the case of a PAC
  2. Address of the candidate or committee or party
  3. Full names and addresses of the campaign treasurer and deputy treasurers
  4. Full names and addresses of the campaign chairman and deputy campaign chairman
  5. List of all banks, safety deposit boxes, or other depositories used and the applicable account numbers

Note: any change in information listed above must be reported no later than the tenth (10th) day after the change or when the candidate, committee, party, or campaign treasurer becomes aware of the change.
