General Advisement for Overseas Absentee Voters

Please be advised that Guam law does not permit electronic transmission of ballots for local electoral races. Only Federal Election ballots can be sent electronically – as stated in a Federal court order. However, a full set of ballots (both Federal and Local) is available to you via air mail. When requesting an overseas absentee ballot, please select one of the following options:

(1) Vote for the Federal election with the electronic ballot only;
(2) Vote for the Federal election with the electronic ballot AND ONLY VOTE FOR THE LOCAL RACES on the ballots you receive via air mail; OR
(3) Use the ballots you receive via air mail for both the Federal and Local election. If you choose this option, indicate “Did Not Use the Electronic Ballot” on the electronic ballot and place it in the Ballot envelope.

Please note that no postage is necessary if mailing with the U.S. Post Office.
